Cardi B Leads 2019 Billboard Music Awards Nominations With 21

Cardi B leads all nominees at the 2019 Billboard Music Awards.
The "I Like It" rapper is nominated 21 times in 18 categories -- just missing the record for most nominations set by Drake and The Chainsmokers, who each had 22 in 2017. Cardi will compete against herself in three categories -- top Hot 100 song, top selling song, and top collaboration.
Among the other nominees are Lady Gaga and Bradley Cooper -- who are up for the chart achievement award, top soundtrack for A Star Is Born, and top selling song for "Shallow." Gaga is up separately for top song sales artist.
For this year's ceremony, there are two fan-voted categories -- top social artist, and chart achievement.

I think she's got great chances to win so I hope she'll be there.
I highly doubt she will be there. The list of presenters was announced today and Shania isn't on the list. If she was attending, she would be a presenter.
2019 Billboard Music Awards Presenters Announced

The 2019 Billboard Music Awards are tomorrow (May 1), and the star-studded lineup of presenters has been announced.
dick clark productions announced Tuesday (April 30) that Asher Angel, Becky G, Chrissy Metz & Justin Hartley, Cobie Smulders, Dave Bautista & Kumail Nanjiani, David Guetta, Erin & Sara Foster, Eva Longoria, Florida Georgia Line, Jennifer Hudson, Jesse Spencer, Julia Michaels, Julianne Hough, Kane Brown, Olivia Wilde, Beanie Feldstein & Kaitlyn Dever, Ralph Macchio, Rob Gronkowski, Ross Lynch & Kiernan Shipka, Sabrina Carpenter, Sophie Turner & Tye Sheridan, Terry Crews and William Zabka will all present at the event.
The presenters join host/performer Kelly Clarkson, plus Taylor Swift, BTS, Ariana Grande and more, who will all perform during the show.
The 2019 Billboard Music Awards will air live on NBC at 8:00 p.m. ET/PT from the MGM Grand Garden Arena in Las Vegas. Voting is currently open for the Billboard Chart Achievement Award and Top Social Award. Check out the full list of nominees here.
The reason why she won't attend is because the Billboard Music Awards are already determined who will win by the billboard charts. So the artists nominated already know who won by looking at the top billboard tours or billboard songs for the year. Both Kenny Chesney and Luke Bryan grossed a bit more than Shania. Just look at the top bilboard tours for this year to see who grossed more between Kenny and Luke. Eitherway Shania had a hugley successful worldwide tour and was the top female country tour and one of the top 5 female tours in any genre worldwide for the year.
I was looking through my website's News & Notes page and found this from back in December. According to this, Kenny Chesney will win the Top Country Tour award tomorrow night.

For the eighth non-consecutive year, Kenny Chesney has the Top Country Tour. His biggest run yet brought in $114.3 million and sold 1.3 million tickets, making it the year’s fifth most attended tour overall. Next up are Luke Bryan ($67.6 million) and Shania Twain ($52.6 million), both of whom have claimed the Top Country Tour in years past, Bryan in 2016 and 2014 and Twain in 2004 and 1999.
